\nfrom automakers around the world about mainland China's ability to
\nexport relatively low-cost BEVs and undercut automakers operating
\nunder different cost structures. These tariffs are being set as a
\ndefensive mechanism.<\/p>\n
Chinese automakers have more aggressively entered the markets of
\nEurope, Asia and South America and have not yet tackled entry into
\nthe US and Canadian markets. However, there are indications that
\nmainland Chinese auto brands would like to enter the US and
\nCanadian markets. Automakers in mainland China also have excess
\nproduction capacity, providing further reason to begin exporting
\ntheir vehicles. The question isn't really “if” they will enter
\nthese attractive markets, but “when.”<\/p>\n
The US had announced its tariffs would be imposed starting
\nAugust 1, 2024, however as of September 13 they are still not in
\nforce and the government has not released an update following
\nstakeholder input. The EU's plans for tariffs on Chinese BEVs have
\nbeen revised, and talks with China's authorities continue. China's
\ngovernment has also registered complaints with the World Trade
\nOrganization over tariff plans from several countries, has
\ncontinued negotiations, and has indicated plans for imposing
\nretaliatory tariffs.<\/p>\n
While the stance of the Canadian government is strong and echoed
\nin other markets, the slow progress for US tariff implementation
\nand the changes the EU has made underscores that getting these
\ntariffs into place is just not as simple as it might sound.<\/p>\n
At this stage, there has been no indication if Canada would
\nallow accommodation for mainland Chinese automakers if they chose
\nto begin production in Canada, which has a free-trade agreement
\nwith the US and Mexico. There has been concern that mainland China
\nautomakers will build plants in Mexico meant to serve the US and
\nCanada. However, Canada's production costs today are somewhat
\nhigher than those in Mexico, including labor costs, so the
\nlikelihood is that it would be more cost efficient for mainland
\nChinese automakers to build plants in Mexico, as BYD is
\nconsidering, rather than Canada.<\/p>\n
Compared with the US and the EU, Canada's light-vehicle market
\nis dependent on imports, though most of those imports are from the
\nUS or Mexico. According to S&P Global Mobility data, only about
\n10% of Canada's light-vehicle sales are of units produced in the
\ncountry; about 16% are imported from Mexico and about 47% are from
\nthe US. We estimate about 25,000 units will be imported from
\nmainland China and sold in Canada in 2024, accounting for about
\n1.3% of all vehicles sold in Canada this year.<\/p>\n
