The European People's Party (EPP) is intensifying its efforts to
\nchallenge the EU's impending ban on new internal combustion engine
\n(ICE) vehicle sales, set to take effect in 2035, as well as 2025
\nemissions targets.<\/p>\n

This initiative reflects growing concerns within the automotive
\nindustry about the feasibility of a rapid transition to electric
\nvehicles and the associated regulatory burdens that could
\njeopardize European original equipment manufacturers' (OEMs')
\ncompetitiveness.<\/p>\n

What is the European People's Party?<\/strong><\/h3>\n

The EPP, the largest political group in the European Parliament,
\nis a coalition of various center-right political parties originally
\nformed in 1976 as a platform for Christian democratic groups. Over
\nthe years, it has evolved into a broader coalition that includes
\nbusiness-friendly liberal conservatives and other center-right
\nfactions. This diverse composition has enabled the EPP to become a
\nformidable force within the European Parliament, advocating for
\npolicies that balance economic growth with environmental
\nsustainability.<\/p>\n

EPP proposes flexible ICE-ban
\nalternatives<\/strong><\/h3>\n

Last week, Reuters published details of a draft EPP position
\npaper outlining its stance on the future of the European automotive
\nsector. The paper argues for the reversal of the legislation that
\nbans the sale of ICE light vehicles starting in 2035, proposing
\ninstead that the law should allow sales of ICE vehicles powered by
\nbiofuels and alternative fuels.<\/p>\n

Additionally, the EPP advocates for including plug-in hybrid
\nvehicles in the regulatory framework, suggesting that these
\nvehicles can ease the transition to electrification for both
\nconsumers and OEMs.<\/p>\n

Such a policy shift would recognize the complexities of
\ntransitioning to a zero-emission vehicle market. EPP's position
\nacknowledges the need for a balanced and pragmatic approach that
\ntakes into account OEMs' technological capabilities, consumer
\npreferences and existing infrastructure.<\/p>\n

EPP takes on 2025 EU emissions targets<\/h3>\n

However, the more pressing issue highlighted in EPP's position
\npaper is the new fleet-average emissions target of 94g\/km, set to
\ntake effect in 2025. OEMs exceeding this limit could face fines
\nthat, according to Luca de Meo, CEO of Renault and current
\npresident of the European Automobile Manufacturers' Association
\n(ACEA), could total up to \u20ac15 billion.<\/p>\n

De Meo has emphasized that these fines could add to the already
\nhigh research and development (R&amp;D) costs that manufacturers
\nincur when developing zero-emission technologies.<\/p>\n

De Meo's concerns point to a broader issue: the lack of adequate
\nmarket conditions to support such a rapid transition. He argues
\nthat without the necessary infrastructure, stable incentive schemes
\nand competitive energy pricing, the automotive industry may
\nstruggle to meet the EU's ambitious targets.<\/p>\n

Political goals vs. industry realities<\/h3>\n

The EPP's efforts to challenge the ICE ban signal growing
\npolitical momentum to reconsider the EU's automotive policies, even
\nthough the European Parliament only approved the ban in February
\n2023.<\/p>\n

The EPP's proposal to postpone the 2025 emissions target until
\n2027 may offer OEMs some immediate relief. But enacting this delay
\nposes significant legislative challenges, especially with the new
\nregulations just three weeks away from taking effect.<\/p>\n

EU Commissioner for Climate Action Wopke Hoekstra has expressed
\nconfidence in the current climate rules, asserting that they
\nprovide a predictable investment environment. And many companies
\nsay they are on track to meet the established targets. However, the
\nEPP's pushback against the ICE ban and its call for regulatory
\nchanges indicate a significant divide between political goals and
\nindustry realities.<\/p>\n

Automotive industry views on CO2 reduction targets differ<\/h3>\n

Industry views about the 2025 CO2 standard differ widely. For
\nexample, the CEO of BMW Group, Oliver Zipse, told Automotive News
\nEurope this week that he sees no reason for a delay: “We have known
\nthe targets for 2025 since 2019. We have aligned our model policy
\naccordingly and further increased the efficiency of the
\npowertrains. CO2 reduction is not just about electromobility.”<\/p>\n

Separately, one reason for Carlos Tavares' recent ousting as
\nStellantis CEO appears to be disagreements over electrification
\nstrategy and the new CO2 standard, especially with the company's
\ndealers. Tavares had opposed ACEA's call for short-term relief from
\nthe targets\u2014even going as far as removing Stellantis from the
\nindustry body in 2023 to pursue an independent lobbying
\nstrategy.<\/p>\n

Almost as soon as Stellantis announced Tavares' departure, it
\nopted to rejoin the body, and the company's dealer group supports
\nthe ACEA proposal to back a delay. In addition, the ACEA's incoming
\npresident, Mercedes-Benz Group CEO Ola Källenius, has pledged to
\ncontinue the group's lobbying efforts to relieve OEM's legislative
\nburden.<\/p>\n

Gradual transition key to balancing objectives<\/h3>\n

The EPP's challenge to the ICE ban reflects broader tensions
\nwithin the EU about environmental policy and economic viability. As
\nthe automotive industry grapples with the dual pressures of
\nstringent emissions regulations and the demand for technological
\ninnovation, the EPP's stance highlights the need for a more nuanced
\napproach to climate legislation.<\/p>\n

Although the goal of achieving a zero-emission fleet is
\ncommendable, the existing infrastructure and market conditions may
\nnot yet support such an abrupt shift. The EPP's proposals could
\nserve as a bridge, allowing for a more gradual transition that
\naligns with technological advancements and consumer readiness.<\/p>\n

Moreover, the financial implications of the 2025 emissions
\ntargets cannot be overstated. The potential fines for noncompliance
\ncould stifle innovation and investment in green technologies as
\nOEMs divert resources to meet regulatory demands rather than
\ndevelop new solutions. The EPP's push to protect manufacturers from
\nthese penalties could foster a more conducive environment for
\nR&amp;D, benefiting the industry and the environment in the long
\nrun.<\/p>\n
