The ruling Conservative\u00a0party\u00a0has launched a 30-point “plan for drivers”\u00a0in a bid to make life easier for motorists across the UK.<\/p>\n

Key to the new agenda is a clampdown on \u201canti-driver\u201d policies aimed at increasing active travel and improving road safety. It highlighted\u00a0the introduction of low-traffic neighbourhoods (LTNs)<\/a> and the blanket enforcement of reduced speed limits, such as Wales\u2019 new 20mph speed limit<\/a> in residential zones, as two examples.<\/p>\n

The government will update the guidance for 20mph zones and LTNs with an emphasis on introducing them only where there is local support.<\/p>\n

It had also pledged\u00a0to make fines for traffic offences \u2013 such as inappropriate use of a yellow box junction \u2013\u00a0fairer\u00a0and to prevent local authorities from profiteering on enforcement.<\/p>\n

Local authorities will also be prevented from introducing so-called 15-minute cities<\/a>. These are a prospective method of local infrastructural design aimed at providing all necessary amenities within a 15-minute walking radius of city residents.<\/p>\n

No council formally operates a 15-minute city at present, but several across the country, including Bristol<\/a>, Birmingham and Oxford, have stated an aim to eventually implement the policy.\u00a0<\/p>\n

\"Two<\/p>\n

The government suggested in its\u00a0plan\u00a0that 15-minute cities could eventually bring \u201cexcessive traffic restrictions and even permits to ration car use\u201d.\u00a0<\/p>\n

To prevent their introduction, it will bar local authorities that pursue such measures from accessing Driver and Vehicle Licensing Agency (DVLA) data.<\/p>\n

Under a tranche of policies dubbed “smoother driving”, the government has also stated an aim to reduce the failure rate of road infrastructure, as well as the downtime incurred by repairs.<\/p>\n

It will invest a total of \u00a370 million to improve traffic lights, with \u00a330m assigned to boost their reliability,\u00a0\u00a320m\u00a0to improve\u00a0their responsiveness to road conditions and \u00a320m to explore the use of artificial intelligence to manage the flow of traffic in city centres.<\/p>\n

Revised guidance on the use of bus lanes will also be introduced, aimed at ensuring they \u201chelp rather than hinder\u201d the flow of traffic.<\/p>\n

\"Roadworks\"<\/p>\n

Measures to address road closures will include the expansion of lane-rental schemes \u2013 incentives for utility companies to close roads at quieter times \u2013 as well as a consultation on increasing fines.<\/p>\n

The government will also consult on whether it can require local authorities that operate a lane-rental scheme to spend at least half of any surplus on pothole repairs and resurfacing roads.<\/p>\n

Additionally, it has pledged to improve the transition to electric vehicles (EVs). Key to its strategy is increasing the rate of grid connections for charger\u00a0operators \u2013 a significant bottleneck in the development of the charging infrastructure thus far.<\/p>\n

It will also widen the eligibility criteria for EV charger grants to include solutions that cross the pavement\u00a0in a bid to improve accessibility for drivers who have to park at the kerbside.<\/p>\n

The industry will be consulted in a bid to improve the communication of the transition to electric cars<\/a> \u2013 to \u201cmyth-bust concerns\u201d about their adoption.<\/p>\n

\"Bright<\/p>\n

Amid the policies to reduce what the government considers \u201cunfair\u201d enforcement of the law against motorists, it has also promised harsher penalties for \u201cinconsiderate\u201d driving.<\/p>\n

It will allow local authorities to install \u2018noise cameras<\/a>\u2019 \u2013 effectively speed cameras with microphones to penalise those with illegally loud exhausts \u2013 and increase camera enforcement against littering from cars.<\/p>\n

A communications campaign will be launched in a bid to reduce improper lane usage on motorways, as well as behaviours such as tailgating.\u00a0<\/p>\n

The Conservative party’s\u00a0new ‘pro-motorist’ agenda<\/a> comes as it aims to\u00a0cultivate support ahead of next year\u2019s expected general election.\u00a0<\/p>\n

It\u00a0was galvanised following the recent defeat of the rival Labour party in the Uxbridge and South Ruislip by-election, as\u00a0political commentators widely attributed this to the controversy around Labour London mayor Sadiq Khan\u2019s expansion of the Ultra Low Emission Zone (ULEZ<\/a>).<\/p>\n<\/div>\n\n
